A 'no delivery or no stopping' zone during rush hours

Make rue Belliard/Belliardstraat and rue de la Loi/Wetstraat a "no delivery or no stopping" zone during rush hours (for example from 07:00 to 09:00 hrs and from 16:00 to 18:00 hrs), une idée suggérée par Caroline (Anvers).

These roads are arterial roads for traffic entering and leaving Brussels. Traffic is obstructed or blocked when a delivery van, truck or car double-parks during rush hours (e.g. from 07:00 to 09:00 hrs and from 16:00 to 18:00 hrs) to make a delivery or drop somebody off. At present this happens multiple times every day.
