Enable commuters to come to town without parking there

Like Amsterdam, build more large car parks outside the city which are within easy reach of motorways and of public transport to the city (tram or metro). These car parks should be free of charge for commuters in order to encourage this as much as possible. At the same time, cut the number of parking spaces in the city centre and replace them with green spaces, café and restaurant terraces, public seating, fountains, food-truck areas, etc.
