Currently there are not enough measuring stations in Brussels to really get an accurate view of air pollution. Even if more were added, there is still an issue that only persons who are really interested in this will look up the data.
In other cities such as Seville I have found that they introduced monitors that display the air quality. This would make it more visible for everyone to see how bad the air quality actually is, and could provide an extra push to use alternative transportation options.
These new measuring stations could then also provide even more open data about the air quality in Brussels.
Another option, if feasible, could be to use the displays that are already available such as for public transportation.
