The DESI indicators, 5 dimensions of a digital society and economy:
The Digital Economy and Society Index (DESI) of the European Union has 5 criteria which the Brussels-Capital Region has integrated into its smart city strategy. These are:
- connectivity
- human capital
- use of the Internet
- the integration of digital technology
- digital administration
The official framework of Brussels Smart City 2019 – 2024
The text of the Declaration for the 2019-2024 legislature was presented on 18 July 2019 by Rudi Vervoort, Minister-President of the Government of the Brussels-Capital Region. The links to the entire text of the declaration and also the cabinet of the new Government, made up of the six political parties - PS-Ecolo-Défi-Groen-Open VLD and One.brussels - are set out below.
This agreement, which covers almost 130 pages, is a prelude to the agreement by the Brussels government on the five years to come and is structured around the following three axes:
- Axis 1: a Region which guarantees everyone a life in keeping with human dignity
- Axis 2: a Region whose economic and social development respects the environmental transition to be achieved by 2050
- Axis 3: a Region with a strong identity, open to the world, which is building on its services for citizens, making them more comprehensible and bring its institutions closer to citizens

The official framework of Brussels Smart City 2014 – 2019
The Brussels Smart City strategy:
- was adopted by the Government of the Brussels-Capital Region on 12 February 2017;
- is a framework with the Majority agreement of the 2014-2019 Brussels Government which established the aim of integrating the new technologies into everyday life while focusing, in parallel, on research and innovation, with, as its lines of action:
1. in relation to the Smart City:
- the integration of the new technologies into all fields of collective life: governance, school, health, digital services for businesses, intelligent mobility, security, etc.
- continuation of the development of digital communications infrastructure (optical fibre network, wifi network);
- going as far as possible in offering online public services.
2. as a Region of research and innovation:
- developing partnerships between education, public institutions and the business world;
- creating centres of advanced technologies to provide training for occupations of high technological value.
This roadmap is the result of a considerable amount of work which started in the spring of 2018 with bilateral meetings with the quadruple helix of the Brussels Smart City stakeholders (civil society, the academic world, public and private partners). The aim was to unite their efforts in the project, to obtain their support, identify and activate ideas and projects for the Brussels Smart City sites. The
BRIC then met the government authorities to work in a collaborative manner on their vision, identify synergies and reflect together on the governance of the Smart City Office.
In order to capitalise on these existing solutions and platforms, and to make proposals in a way which is appropriate for the available structures and resources, an in-depth inventory of the existing solutions was carried out in 12 workshops with a selection of key stakeholders from public and private organisations in Brussels.
This Smart City roadmap is the result of an intense participation-based course and offers a realistic and achievable vision for the years to come, in which Smart City Office will play a driving role and ensure that the implementation of this roadmap is monitored.
In addition, the Brussels Smart City initiatives fall more widely under the
bedigital.brussels umbrella brand, which coordinates the action of the Government with the development of the Region as a digital capital.
